Northwest Demolition was contracted to demolish the former United States Postal Service Processing and Distribution Center that sat on one of the largest developable lots in the heart of the City of Portland, Oregon. For NWDD, this to date is the largest single project completed in the United States. As the CM/GC, NWDD managed many activities that were either self-performed or accomplished by a high-quality team of subcontractors. These activities included hazardous abatement, large scale soft demolition, 400,000SF+ of structural and sub-grade demolition, excavation, backfill and compaction, surveying of all remaining site features, full-site demarcation, and capping the site with onsite recycled concrete. The project is part of the overall Broadway Corridor Expansion Project and the initial start to leaving the site ready for development of 52,000sf of city park space, 2 new roadways and multiple private lots. During the demolition of the building there were multiple waste streams hauled off-site to a variety of landfills and transfer stations. These waste streams and quantities include 40,600 tons of PCB concrete, 12,000 tons of asbestos contaminated concrete, 6,100 tons of asbestos contaminated soil, and 1,600 tons of C&D bulk waste. The project also recycled 5,200 tons of scrap metal and crushed 8,200 tons of concrete that was recycled and reused onsite. This disposal/recycling effort accounted for approximately 3,100 truckloads that left the site. Coordination with the public and various government agencies was a constant effort. Including erosion control, site security, pedestrian and traffic safety, city ordinance compliance and bridge monitoring for the county when demolishing within inches of the historic Broadway Bridge. This work comprised of 57,000 work hours and was accomplished with no safety incidents and exceptional compliance with the Community Benefits Agreement. For a project of this size, NWDD accomplished workforce hiring results that are “unheard of” in the words of our client, Prosper Portland. 97% of the overall budget went to COBID firms when the goal was 22%, and female and minority participation and training were not only met, but greatly exceeded. Good planning and execution resulted in significant cost savings to the owner.
